Referee Information

Region 128 Team Referee Program

Soccer is a game that requires referees in order for the game to be played.  The referee team is made up of three trained individuals:

  1. The Center Referee who is responsible for the conduct of the game.
  2. Two Assistant Referees who provide assistance to the Center Referee and extra sets of eyes.

As players develop, they become more sophisticated in their game play.  In the same way referees develop over time.  For this to occur, referees start in younger games and as their experience improves and as their own kids develop they normally move up to older and more challenging games.

With this in mind and with the goal of developing mature referees as players develop and for future years, each team is asked to have two trained and experienced center referees.  These referees are expected to provide referee services for the age level or older level games than their children are participating in. 

Referee training is offered in a combination of ways –

  1. BASIC REFEREE – for U8 and U10
    a.
       The most preferred method of training is a combination of the AYSO on-line referee training and the follow-up field training (about 4 hours) that comprise the Basic Referee Training.
    b.   
    or the Basic Referee Course that is offered by the region as either a 4 hour Friday evening plus 4 Hour Saturday course or an 8 hour Saturday course.
     
  2. INTERMEDIATE REFEREES – for U12
    a.  Intermediate Referee this 8 hour course is offered multiple times during the year  at various places  Referees at the U12 level and above should have completed and passed this course along with refereeing 25 games and a friendly observation
     
  3. ADVANCED REFEREES – for U14 and above
    a.   The Advanced Referee course ( an 8 hour course) is offered 2 or 3 times per year at various places – usually in the summer the  3rd weekend in July at Maryville College is the easiest and most convenient. To achieve the advanced referee standing requires  having refereed 50 games and an assessment as both a center referee and an assistant referee.
        
  4. NATIONAL REFEREES –
    a.   This is the top level  refereeing in AYSO – and involves a 16 hour  course as well as 100 games of experience and an assessment as center referee for two games and one as an assistant referee

Team referees are expected to participate in the AYSO program by being the referee for at least 4 games per season.  Priority is to fill the center referee position with coverage of the assistant referee position when all of the center referee slots are filled.


Post Game Procedures

The Referee Administrator has asked that all referees note the following:

  • GAME CARDS – (1) Please take the time to fill in all the blanks; (2) SIGN THE CARDS (center and the assistant referees) and (3) turn them in by placing them in mailbox at the field.
  • GAME CARDS –  PLEASE take the time to fill out the sportsmanship portion on the back of the cards. That is how we can address any issues before they become problems. If a coach or parent or anyone else is not meeting the standards of AYSO...Positive support for Players, Coaches, or Referees... Please let us know!!! Also, please let us know when you see a super job of being supportive!!!!   (Note: We are passing your evaluations and comments along to the teams.  This is a great way to reinforce positive behavior by coaches & parents.)
  • MONITORED SUBSITUTION FORMS for the U16 & U19 teams should be turned in with the game cards. (Note: The back of the substitution form is the center game report.)

Cross-certification is available to referees of AYSO and USSF who have been certified as referees for six months or more and who are not certified with both organizations. AYSO and USSF games may be applied toward the certification requirements of either AYSO or USSF. Check the form for complete qualifying information. If you are an AYSO Referee who wants to register with the United States Soccer Federation, you must fill out both the US Soccer Federation Registration Form and the AYSO-USSF Cross Certification Form. Both forms can be downloaded here. Both forms must be sent to the State Referee Administrator (SRA) in your area along with the registration fee.
